A community's abilities to promote health and maximize its response to public health threats require fulfillment of one of the four elements of public health legal preparedness, the capacity to effectively coordinate law-based efforts across different governmental jurisdictions, as well as across multiple sectors and disciplines. Government jurisdictions can be viewed “vertically” in that response efforts may entail coordination in the application of laws across multiple levels, including local, state, tribal, and federal governments, and even with international organizations. Coordination of (...) legal responses to public health emergencies also may involve a horizontal dimension comprising numerous and diverse sectors, such as public health, public and private health care, emergency management, education, law enforcement, the judiciary, and the military.Although responses to many acute health threats can implicate multiple jurisdictions and sectors, the jurisdictional and sectoral dimensions of legal preparedness are complex and may vary substantially by the nature of a threat, its geographic and geopolitical extent, and the operational response demanded. This paper examines relationships between accountants’ personal values and their moral reasoning. In particular, we hypothesize that there is an inverse relationship between accountants’ “Conformity” values and principled moral reasoning. This investigation is important because the literature suggests that conformity with rule-based standards may be one reason for professional accountants’ relatively lower scores on measures of moral reasoning (Abdolmohammadi et al. J Bus Ethics 16 (1997) 1717). We administered the Rokeach Values Survey (RVS) (Rokeach: 1973, The Nature of Human Values (...) (The Free Press, New York)) and the Defining Issues Test (DIT) (Rest: 1979, Development in Judgment Moral Issues (University of Minnesota Press, Minneapolis, MN)) to164 graduating accounting students enrolled in capstone courses at two universities in the Northeastern United States. As potential entrants into the accounting profession, these subjects bring their values and moral reasoning to bear on attitudes and behaviors in the workplace. We find a highly significant inverse relationship between “Conformity” values and principled moral reasoning (i.e., those who prefer Conformity values have lower levels of moral reasoning). However, we also find that accounting students as a group do not prefer Conformity values above other values such as Self-actualization and Idealism, and we find positive relationships between Self-actualization and Idealism values and moral reasoning. We distinguish and review aspects of the history of two models of triage: egalitarian and utilitarian. Egalitarian triage is widely and successfully practiced in battlefield medicine, as well as in the emergency room and the ICU. Utilitarian triage has been sporadically practiced and typically collapses under the pressure of public scrutiny. Unfortunately, the two models tend to be conflated, confusing our understanding of the past and confounding our ability to plan for the future.

Drawing upon contemporary virtue ethics theory, The Model of The Principled Advocate and The Pathological Partisan is introduced. Profiles are developed of diametrically opposed archetypes of public relations and advertising practitioners. The Principled Advocate represents the advocacy virtues of humility, truth, transparency, respect, care, authenticity, equity, and social responsibility. The Pathological Partisan represents the opposing vices of arrogance, deceit, secrecy, manipulation, disregard, artifice, injustice, and raw self-interest. One becomes either a Principled Advocate or a Pathological Partisan by habitually enacting or (...) embodying the virtues or vices in the context of professional practices. (shrink)

Philanthropic giving among leaders is often assumed to be an expression of ethical leadership in both academic and media discourses; however, this assumption can overlook the ways in which philanthropy produces and is underpinned by inequality. In order to extend current understandings of ethical leadership, this study employs a critical discourse analytic approach to examine how the link between philanthropy and ethical forms of leadership is verbally and visually constructed in the media. Based on the analysis, the article demonstrates how (...) the construction of Australian philanthropists as ethical leaders is achieved through their representation via three paradoxical identities: Aristocratic Battlers; Caring Controllers; and Publicity-Shy Celebrities. These discourses are mediated by Australian cultural norms and serve to conceal yet ultimately reinforce social and economic inequality. The article proposes that a critical discursive approach to understanding leadership ethics can help to explore the hidden or adverse effects of ostensibly ethical practices. (shrink)

I advance a stipulational account of symmetry-to-reality inference, according to which symmetries are part of the content of theories. For a theory to have a certain symmetry is for the theory to stipulate that models related by the symmetry represent the same possibility. I show that the stipulational account compares positively with alternatives, including Dasgupta’s epistemic account of symmetry, Møller-Nielsen’s motivational account, and so-called formal and ontic accounts. In particular, the stipulational account avoids the problems Belot and Dasgupta have raised (...) against formal and ontic accounts of symmetry while retaining many of the advantages of these otherwise-attractive frameworks. Many have suggested that, unlike the so-called higher-senses, the lower-senses are not capable of providing aesthetic experience. Supporting this is, what I will call, the Transparency-Exteroceptivity Argument, which says that a necessary feature for aesthetic experience is lacking in the case of the lower-senses, namely transparency/exteroceptivity. I argue, contrary to the Transparency-Exteroceptivity Argument, that olfaction can provide transparent access to the properties of particular external objects. I argue that the Transparency-Exteroceptivity Argument relies on a misleading visuocentric and unimodal view of (...) the senses, is guilty of hasty generalization, and should be rejected. (shrink)

Ever since the 1970’s, philosophers of mind have engaged in a lively discussion of Externalism. Externalism is the metaphysical thesis that the contents of one’s thoughts are determined partly by empirical features of one’s environment. Externalism appears to clash with another plausible thesis—the epistemological thesis that one can have knowledge of one’s own thoughts, without evidence or empirical investigation. Many have argued that the conjunction of these theses is incompatible. I have argued elsewhere for their compatibility.1 Here I’ll just assume (...) that they are compatible and explore some consequences of conjoining a particular externalist thesis about the contents of thoughts (Social Externalism) with a particular thesis about self-knowledge (First-Person Authority). Waismann's Wittgenstein-influenced ‘How I see Philosophy’ presents a radical vision of philosophy. But its two most general themes—its stress on freedom and vision, and its emphasis on describing the grammar of our language—seem hard to reconcile. This paper elaborates four interrelated themes: 1) Waismann offers his conception of philosophy, not a delineation of the nature of philosophy. 2) His method is radically therapeutic. 3) He offers a diagnosis of the source of philosophical problems: unconscious analogies or conceptions. 4) He advocates (...) a particular form of therapy: offering alternative analogies or conceptions to individuals. Epistemic externalism is a view about what it takes for a belief to be epistemically justified or to be an item of knowledge. Externalism has grown considerably in popularity over the past few decades and this development has spilled over into the philosophy of religion, where we find externalist theories of justification and knowledge being employed to make the case for the positive epistemic status of religious beliefs. In §1, I offer an overview of epistemic externalism and its rival, internalism. (...) In §2, I outline some of the most significant applications of externalism to the philosophy of religion. In §3, I consider whether externalist theories are really required to secure various desiderata that externalist religious epistemologists take to be important. In §4, I explore an objection according to which the facts of religious diversity indicate that religious beliefs do not meet externalist requirements for justification or knowledge. Finally, in §5, I consider a worry about whether externalist accounts can really be used to evaluate the epistemic standing of religious beliefs. (shrink)

Verb phrases seems to be head initial in affirmative sentences in Lokaa (a Niger-Congo language of the Cross River area of Nigeria) but head final in negative clauses and gerunds. This article aspires to give a comprehensive description of this phenomenon, together with a theoretical analysis. It considers how a full range of grammatical elements are ordered in both kinds of clauses—including direct objects, second objects, particles, weak pronouns, complement clauses, serial verbs, adverbs, prepositional phrases, tense/mood particles, and auxiliary verbs. (...) The pattern that emerges is a bit different from the one found in some superficially similar languages, such as Vata, Bambara, Nupe, and Nweh. I argue that the details are correctly explained by a “remnant movement” theory in which the Lokaa verb first moves out of the verb phrase to combine with tense/agreement inflection, and then the rest of the verb phrase moves as a unit into a specifier position at the top of the clause. This position is available because the notional subject undergoes dislocation in Lokaa, as has been claimed for many of its Bantu kin. (shrink)

In their paper, “Vexing Expectations,” Nover and Hájek (2004) present an allegedly paradoxical betting scenario which they call the Pasadena Game (PG). They argue that the silence of standard decision theory concerning the value of playing PG poses a serious problem. This paper provides a threefold response. First, I argue that the real problem is not that decision theory is “silent” concerning PG, but that it delivers multiple conflicting verdicts. Second, I offer a diagnosis of the problem based on the (...) insight that standard decision theory is, rightly, sensitive to order. Third, I describe a new betting scenario—the Alternating St. Petersburg Game—which is genuinely paradoxical. Philosophy for Children has enabled schools to engage with what is typically thought of as an ‘academic’ discipline and has provided the opportunity to unlock a rich educational experience for children from a diverse range of backgrounds. A wide range of qualitative and quantitative studies have emerged looking at P4C in terms of the development of students at the social, academic and emotional level. However, while there have been many P4C papers that have ‘teacher’ in the title, these are often (...) about teacher training – including ‘hints and tips’ and curriculum development. Relatively few studies have looked at the effect of teaching P4C on teachers themselves. This paper considers how P4C affects teachers, in particular whether teaching P4C has led teachers to develop new pedagogical approaches, different ways of thinking critically and whether it has changed how they engage with their students, colleagues and their school. A recent phylogenetic survey of the New World orioles (genus Icterus; Omland et al. 1999) suggested that the Baltimore Oriole (I. galbula) and the Black-backed Oriole (I. abeillei) are sister taxa. That survey examined mitochondrial DNA (mtDNA) from a single representative of each species in the genus. Here, we examine mtDNA sequences from 15 Blackbacked and 20 Baltimore Orioles. The two species appear to be very recently diverged, with average sequence divergences for both cytochrome b (cyt b) and the control (...) region indicating a probable late Pleistocene split. Despite this very recent divergence, there is one fixed base-pair difference between the species in cyt b and another in the control region, suggesting that one or both species have undergone a bottleneck during or since speciation. This molecular evidence of recent divergence suggests that male plumage differences between Black-backed and Baltimore Orioles evolved very rapidly. (shrink)

An attempt has been made to find some valuable information for particle detection with the help of Solid State Nuclear Track Detectors. The detector is characterized by a critical value of the energy-loss rate by the charged particle. Only those charged particles which give up energy exceeding the critical value alone can produce teachable tracks. The detection thresholds of nuclear track detectors can be specified in terms of their energy loss rates. The findings have been found within a good agreement (...) with the other works. (shrink)
